The Consortium for the National Equal Justice Library is a District of Columbia non-profit Corporation with 501(c)(3) status which is supported by foundation grants and private donations.  It was formed in 1990 by the American Bar Association, the National Legal Aid and Defender Association, and the American Association of Law Libraries for the purpose of establishing a library focused on the subject of equal access to justice.  After considering several law schools the Consortium chose the new law building of American University's Washington College of Law, then under construction, as the home for this new institution. The law school donated the space for the National Equal Justice Library but the Consortium is responsible for obtaining all funds for the Library's operations. From the beginning, the Consortium has had a distinguished Board of Directors, some chosen by the governing bodies of the three founding organizations and others selected on an at-large basis.  Over the years the board has included a former Attorney General of the United States, three Presidents of the American Bar Association, three Presidents of the National Legal Aid and Defender Association, a President of the American Association of Law Libraries, as well as judges, law school deans and professors, library professionals, legal services lawyers, public defenders, and partners in some of the largest and most prestigious law firms in the country.
